All that terror!

If sur­veil­lan­ce and sta­te secu­ri­ty in the forms of limi­ting per­so­nal free­doms or rights real­ly would effec­tively batt­le ter­ro­rism, why does Russia—a coun­try run by a for­mer KGB agent, nonetheless!—have a ter­ror pro­blem? If fight­ing ter­ror with mili­ta­ry means, with attack­ing count­ries and bom­bing cities, is a win­ning stra­tegy, why is Israel—a coun­try run by an ex-general—still facing terrorism?
