All that terror!

If sur­veil­lan­ce and sta­te secu­ri­ty in the forms of limi­ting per­so­nal free­doms or rights real­ly would effec­tively batt­le ter­ro­rism, why does Rus­sia — a coun­try run by a for­mer KGB agent, none­theless! — have a ter­ror pro­blem? If fighting ter­ror with mili­ta­ry means, with attacking coun­tries and bom­bing cities, is a win­ning stra­te­gy, why is Isra­el — a coun­try run by an ex-gene­ral — still facing ter­ro­rism?
